Middle East Peace Charter: Peacemaking, Peacebuilding & Peacekeeping

Mission & Call for Papers

Background – The Israeli-Palestinian dispute is one of the most entrenched conflicts in the world. It is a main source of instability in the Middle East. Following October 7, 2023 and its aftermath, there is a grave danger of regional war in the Middle East. A regional peace accord is required to prevent escalation and create a momentum for stabilizing the situation. This project is designed to develop a masterplan to prevent catastrophe.

The Challenge of Peace

A long-lasting peace process has three parts –

  1. Peacemaking Negotiating solutions to the Israeli-Palestinian conflict and beyond

This part invites papers that discuss a variety of topics and problems related to peacemaking in the Middle East. For example: What are the theoretical and practical frameworks for peacemaking? Who should negotiate peace and how? What are the possible solutions to the Israeli-Palestinian conflict? How can we prevent the Israel- Hamas war from becoming a regional war? How should the West Bank be added to the process? How can the US, EU and the Arab world support efforts to establish order and stability? How can we cope with the war between Israel and Hezbollah? How can Lebanon and Yemen be included? How can we stop the Nuclear Arms race?

  1. PeacebuildingBuilding a Framework for a Peaceful Social Order

This part invites papers about establishing peaceful relationships in the Middle East. For example: What is the theoretical and practical meaning of peacebuilding in the Middle East? How can we marginalize the impact of radical elements? How can we initiate social, economic and scientific collaborations? How can we organize reconciliation processes? What are the guidelines for a Marshal Plan in Gaza?

  1. PeacekeepingEstablishing Mechanisms to Keep Order and Stability

This part invites papers discussing possibilities for building political, military and civilian instruments to maintain order and stability. For example: What are the necessary peacekeeping mechanisms to maintain security in the Middle East? What are the guidelines for establishing a Middle East council for Peace & Security? How can order and stability be maintained in Gaza and Lebanon? How can law and order be established and maintained in the West Bank? How can Israelis and Palestinians establish joint civilian and police peacekeeping forces?

The Middle East Peace Charter

This project intends to create a vision and strategic plan for Peace in the Middle East, with special attention to the Israeli-Palestinian conflict. It includes:

  • A scholarly book – a collected volume that focuses on Peacemaking, Peacebuilding and Peacekeeping.
  • Academic conferences – scholars are invited to present papers and share ideas.
  • Israeli-Palestinian Public Negotiating Assemblies – Citizens of the opposing sides and international observers are invited to negotiate solutions to the conflicts.

Call for Papers

  • Scholars are invited to send an abstract of not more than 250 words and a list of not more than 5 keywords in alphabetical order.
  • Each paper must be related to one of the themes – Peacemaking, Peacebuilding, or Peacekeeping. Please mention the relevant theme in the topic of your abstract.
