Agreement 1: Trust Building Measures
1. Recognition: Israelis and Palestinians have the right to live in peace, security and dignity on this land.
2. The “Fence”
a. The fence is not a border.
b. Israel and Palestinian authority will ease the passage of Israelis and Palestinians through the gates.
c. The gates will be monitored by both Israelis and Palestinians.
3. Meetings: the two sides are committed to encourage meetings between Israelis and Palestinians.
4. Prisoners: This section refers to prisoners of the conflict (not criminal prisoners):
a. All prisoners arrested before the Oslo accords – to be released immediately. Each prisoner has to pledge to avoid violence.
b. All women, children and sick people – to be released immediately.
c. The rest of the prisoners will be released gradually according to the progress in the negotiations.
The intention is to release all prisoners by the end of the negotiations.
5. Peace education:
a. Both sides are committed to educate for peace and tolerance.
b. Both sides are committed to prevent incitement against each other.
c. Israeli children from the age of seven will learn Arabic, Palestinian tradition and culture; Palestinian children from the age of seven will learn Hebrew, Jewish tradition and culture.
6. Democracy and human rights – Both sides are committed to Democracy, constitution of human rights in general and women’s rights in particular, and to act against anyone promoting violence.
7. Freeze in the territories –
a. During the negotiations there is not going to be any change in the situation: such as new building, or increasing the military force.
8. Stopping physical violence – Israelis are committed to prevent attacks on Palestinians and Palestinians are committed to prevent attacks on Israelis.
9. Negotiations:
a. The two sides are committed to do the maximum efforts to conclude peace agreements, which put an end to the conflict, within one year.
b. Each negotiating team should include female representatives.
Agreement 2: Peace agreement
1. Solution: the solution to the conflict is “two states solution”: an Israeli state and a Palestinian state.
2. Borders (not including Jerusalem): in principle, the border between the two states is the 1967 cease fire line (the Green Line). The present situation requires reference and modifications:
A. General principle:
1. Each settler has the option to stay and live under Palestinian sovereignty or to leave.
2. Palestinians that can prove ownership of settlers’ land can demand to receive their property back or financial compensation.
B. Borders modifications:
a. Israel will include Jewish settlements currently beyond the Green Line. In return, Israel will hand over alternative land to the Palestinian, based on a 1:1 ratio in quality and quantity.
b. The land swap will be kept to the minimum, no more than 4% of the West Bank.
c. The continuity of the Palestinian land in the West Bank will be kept.
3. Refugees:
a. Refugees, according to this agreement, are people that lost their property as result of the 1948
war, facing humanitarian problems, and living in Jordan, Syria, Lebanon, Iraq, Israel, the West
Bank and Gaza.
b. 50,000 refugees will be permitted to settle in Israel within 10 years or receive financial
compensation.
c. If peace is kept then another 50,000 refugees will be permitted to settle in Israel within the
following 10 years or receive financial compensation.
d. The international community will provide technical and financial assistance to solve the problem of
the rest of the refugees.
4. Jerusalem: in principle, East Jerusalem belongs to the Palestinians and West Jerusalem belongs to
the Israelis. The present situation requires modifications:
A. Land swap:
a. The Jewish neighborhoods in East Jerusalem will be under Israeli sovereignty.
b. Israel will hand over alternative land to the Palestinian, based on a 1:1 ratio in quality and
quantity.
c. The land swap will be kept to the minimum.
B. Holly city:
a. The holly city will be administrated by a religious counsel including representatives of Judaism,
Islam, and Christianity.
b. The Jewish quarter will be under Israeli sovereignty while the rest of the quarters will be under
Palestinian sovereignty.
5. End of conflict: The principles of this agreement are the basis for a peace arrangement that put an
end to the conflict. There are further details that need to be addressed.
