Principles for Reconciliation

Munich, May 21-23, 2024

Israelis and Palestinians convened in Munich in May 2024 to discuss a strategic plan for durable peace. The teams reached the following principles that could lighten these current dark days.

Immediate steps:

As a moral obligation, the Israeli hostages are to be released immediately.

Humanitarian aid is to be provided to the Gaza population.
Palestinian political prisoners are to be released immediately and commit to refrain from any violent actions.

The UN will take control over the Gaza Strip while Israel ends the war and pulls back its military forces. Within two years, a reformed Palestinian governing body will replace the UN and initiate a democratization process, with the assistance of the UN and the International community.

All paramilitary groups in Gaza strip will be disbanded, their weapons will be thrown into the sea, and radical leaders will not play any significant role in the governance of Gaza.

Principles for a durable Peace Pact:

Israel will declare the necessity to live in peace with an independent Palestinian state in the West Bank and the Gaza Strip.

Palestinians will establish a democratic and well-functioning state.

The international community and the UN will provide assistance to the newly established democratic state of Palestine.

The two states will legislate laws against hate speech, incitement, prejudicial propaganda and racism.

Israel and Palestine will ensure equality for all of their citizens.

Both sides will educate their citizens to recognize the legitimacy and humanity of the other.

Israel and Palestine will each establish peace education programs that teach tolerance and call for religious moderation (like Wasatia).

Both sides will involve women in leading roles in peace and decision-making processes in the spirit of UN S.C. Resolution 1325(2000).

Israelis and Palestinians will enhance security and civil cooperation to build and maintain peace and prosperity.

In case of violent incidents, both sides are committed to continue the peace process.
