Two States – Different Alternatives

Abstract

October 7th, 2023, marked a pivotal moment in the Israeli-Palestinian conflict. A strategic plan for order and stability is essential. It has been too long that we, the people of Palestine and Israel, left the solutions to others. We would like to be part of the resolving process of out blood-shedding conflict. This is what we do, we convene together under the title: ‘Two States – Different Alternatives’. We propose tackling the many challenges from various angles, sides and dimensions. It is designed to involve a wide range of people from different backgrounds, utilize the collective wisdom of diverse groups, build pro-peace coalitions, and establish international support.

The project suggests a two-stage process. The first stage is dedicated to propose alternative options of ‘Two State Solution’ and involve the public in choosing the most desired one. The second stage is dedicated to develop a conclusive peace pact that will be presented to the publics, leaderships and the international community.

General Statement

  • We, Israelis and Palestinians, have convened to discuss, debate, and negotiate alternative solutions to our conflict within the framework of a ‘Two-State Solution’.
  • We are committed to resolving disputes by peaceful means.

Core Elements

  • Each solution must uphold four main values: Freedom, Security, Dignity, and Independence.
  • Each solution has to take into account that peace process encompasses three essential dimensions: Peacemaking, Peacebuilding, and Peacekeeping.
  • Each solution needs to address the following topics: Borders, Security, Settlements, Jerusalem, Refugees, and Water and other Natural Resources.

Ground Rules

  1. To maintain mutual respect and refrain from demeaning one another.
  2. To avoid engaging in historical debates about the origins of the conflict and the causes of past grievances, recognizing that – “you cannot start the next chapter of your life if you keep re-reading the last one”.

Decision Making Procedure

‘Sufficient Consensus’ – each proposal requires passing two tests for acceptance in a plenary session:

  1. A substantial majority within the Israeli delegation present at the assembly.
  2. A substantial majority within the Palestinian delegation present at the assembly.
