The GIGA Conference; Israeli-Palestinian Peace conference 2025
This document describes a way to achieve a final peace agreement between the state of Israel and the Palestinians.
It consists of two agreements.
The Startup Agreement
The startup agreement consists of the following steps:
- RecognitionIsraelis and Palestinians are entitled to live in peace, dignity and freedom.
- Hostages & PrisonersAll Israeli hostages should be released.
Palestinian prisoners should be released.
- Gaza – the war will be stoppedThe president of the PA will appoint a temporary head of a transitional council for Gaza.
- The head of the council will appoint a governing council.
- The council will coordinate with Israel the withdrawal of it’s forces.
- The council will invite an Arab security presence to keep order and stability. It will train and build future Palestinian security forces for Gaza.
- The council will coordinate with the international community the rehabilitation of Gaza.
- Start of Reconciliation and Moderation (Wasatia) educationCombating incitement, hatred and prejudice.
Civic education for Israelis and Palestinians.
Peace workshops for Israeli and Palestinian educators.
Reconciliation projects for Israelis and Palestinians.
Teaching Moderation / Wasatia / the “Middle Way” in Israeli and Palestinian schools.
The final Conclusive Peace Pact
Our assembly has reached an agreement based on a Two State Solution. The agreement covers the following topics.
Borders, Settlements and Refugees

- Borders
- The borders of the two states will be the 1967 cease fire line.
- Land swap – up to 5% of the West Bank area will stay in the hands of Israel and in return the same amount of area will be given to Palestine by Israel along their mutual border.
- Settlements
- The residents of the settlements will have two options:
- To stay in their location, keeping Israeli citizenship and receiving Palestinian residency.
- Leave and return to Israel.
- Refugees
- The Palestinian refugees can return to the state of Palestine.
- A symbolic number of refugees (up to 50,000) will be allowed to move to Israel depending on Israeli approval.
- The international community will financially assist the integration of the refugees.
- Jerusalem
- The Old City of Jerusalem
- The old city of Jerusalem has special status and importance.
- It will be recognized as an international zone governed by a council with representatives of Israel, Palestine and three other states.
- The Old City of Jerusalem
- The residents of the settlements will have two options:
- Borders
- The status quo will remain regarding the administration of the holy sites.
- Any change in the status quo – to meet future needs – will be decided and implemented by the council.
- The Municipality of Jerusalem
- East Jerusalem will be part of Palestine.
- West Jerusalem is part of Israel.
- The Jewish neighbourhoods of East Jerusalem will be part of Israel.
- Security
- Palestine will be a non-militarized state.
- Palestine will have strong internal police forces.
- Full cooperation between Israel and Palestine security forces.
- An international military force will maintain the borders of the Palestinian state including Palestinian forces. Israel will approve the participation of the third-party states in that force.
- Israel will maintain some early warning alarm station along the Jordan Valley.
- Economy
- Palestine will build a stable and viable economy with its own currency.
- Strong economic cooperation between the two states.
- Environment and Natural Resources
- Full cooperation and cooperative decisions with special emphasis regarding:
- Water
- Gas / Energy
- Full cooperation and cooperative decisions with special emphasis regarding:
- Pollution
- Sewage
- Mutual RecognitionIsrael recognizes Palestine as an independent state.
Palestine recognizes Israel as an independent state.
- ReconciliationBoth societies will work on reconciliation as part of peace building and maintenance.
- End of claimsThis agreement ends all claims from both sides to the other.
