Agreement 2: Peace Agreement

Solution - The solution to the Israeli-Palestinian conflict is two states for the two people.

Borders (not including Jerusalem) - In principle, the borders between the two states is the 1967 cease fire line.

- The two sides agree on certain borders modification and exchanging land. The lands swap will decided by Israeli and Palestinian experts according to the following guidelines:

    This discussion includes only three major settlement blocks: Ariel, Gush Etzion and Ma'ale Adumim. Certain Israeli settlements in this area will remain under Israeli sovereignty. In return, Israel will give the Palestinians the same amount of land in quantity and quality. The rest of the Israeli settlements are going to be evacuated.

    The continuity of the land in the new Palestinian state will be kept.

    Israeli citizens in the remaining settlements will not be permitted to carry weapon, unless they got license like every other Israeli citizen.

    Israel will build a corridor to connect Gaza and the West Bank.

    In case that the experts cannot reach a decision, they will present their conclusions to a people's assembly and the people will decide.

Jerusalem - East and West Jerusalem will become a joint Israeli-Palestinian municipality.

    The united Jerusalem will be the capital of the Israeli state and the new Palestinian state.

    The details how to implement this special arrangement (joint municipality) will be discussed and negotiated by experts of the two sides.

Refugees - 100,000 Palestinian refugees will be permitted to settle in Israel within 20 years in quantities of 5000 people per year.

    The rest of the refugees will be able to go back to the new Palestinian state.

    Refugees that will choose to stay in their places will be able to receive monetary compensation for lost of land from Israel and the international community.
