A small-scale Israeli-Palestinian public negotiating congress

We the unofficial Palestinian delegation and the majority of the Israeli delegation to a small-scale Palestinian-Israeli public negotiating congress, representing ourselves, decided to discuss and negotiate the following topics in order to reach an agreement that will put an end to the Israeli-Palestinian conflict:
1. Type and nature of solution.
2. Borders, settlements and the Israeli wall in the West Bank.
3. East Jerusalem.
4. Refugees.
5. Prisoners.
We have reached the following agreements:
1. Type and nature of solution:
a. Type of solution: Two states solution: an Israeli state and an independent Palestinian state in Gaza and the West Bank. Gaza and the West Bank will be connected by a tunnel, road or any other mean that will be decided by Israelis and Palestinians.
b. Recognition: The people in each state have the right to live in peace, security and independence. Any action taken by any party will not jeopardize the existence of the other party.
c. Friendly relationships: The people in both states will develop friendly relationship through peace building initiatives, such as: education for peace and ending incitement; joint economic, scientific and educational projects.
d. End future claims: This agreement is designed to end the Israeli-Palestinian conflict and to end all claims regarding the struggle.2. Borders (not including Jerusalem):
The 1967 cease fire line is going to be the border between the two states, under the following stipulations:
a. Border modification: All Israeli settlements in the West Bank to be evacuated, except of the three major settlement blocks: Ma’ale Adumim, Gush Etzion, and Ariel.
b. Exchange of land: The three major settlement blocks will remain under Israeli sovereignty. In return, the Israelis will give the Palestinians the same amount of land in quantity and quality. The exact details of the exchanged land will be determined by a joint Palestinian-Israeli committee.
c. Ariel and connection to Israel – Ariel will be connected to Israel through tunnel, road or any other mean that will be decided by Israelis and Palestinians.
d. Ariel and security – 10 years after the implementation of this agreement, security issues that are related to Ariel will be reevaluated.3. East Jerusalem:
The 1967 cease fire line is going to be the border between the two states under the following stipulations:
1. Settlements with high Jewish population are going to be annexed to Israel. In exchange, Israelis will give the Palestinians the same amount of land in quality and quantity. A joint committee of experts will decide how to implement the exchange:
a. The committee will decide which areas are going to be annexed to Israel according to: practicality of evacuation, security, and number of Jewish people living in the area.
b. The committee will do all efforts that the compensated area will be in West Jerusalem or immediately close to it.
2. The old city of Jerusalem (inside the walls):
a. The old city of Jerusalem (inside the walls) will be administrated by an “Old City Council” including: Israeli representatives, Palestinian representatives, and U.N. representatives (the UN representatives will have to be chosen by Israelis and Palestinians).
b. Each holly site will be administrated by representatives of the relevant religion. However, any activity that exceeds the existing limitations of each site (such as digging) will have to be authorized by the “Old City Council.”
c. The “Old City Council” will decide which area is holy to which religion in case of dispute.
d. Freedom of worship and accessibility to holy sites for believers from all religions will be guaranteed and protected.4. Refugees
a. The two delegations agree that there is not going to be a solution to the conflict without solving the refugees problem.
b. All parties that participated in the 1948 war, including Israelis, Palestinians and other Arab countries, are responsible for the refugee problem.
c. The two delegations could not reach an agreement on the solution to the refugees problem. They wish to meet again within a year to resolve this issue at the negotiation table.5. Prisoners
The two delegations did not have the time to discuss and negotiate this issue. They agree that there is not going to be a solution to the conflict without resolving this issue. The two delegations wish to meet again within a year to resolve this issue at the negotiation table.
